Frederick, Md (KM) A lengthy sentence was handed down Tuesday in Frederick County Circuit Court to an Essex man for sex abuse of a minor, 2nd degree statutory rape and 2nd-degree forcible rape. The State’s Attorney’s Office says Douglas Paul Otto, 32, received life plus 25 years in prison, suspending all but 35 years.
Otto was convicted of those offenses on October 3rd, 2024 following a four-day jury trial. .
Prosecutors say on January 4th, 2023, Frederick Police received a report of sex abuse of a minor from Child Protective Services. An extensive, investigation was conducted by the Child Advocacy Center, the State’s Attorney’s’ Office, Frederick Police and Child Protective Services. It determined that Otto had resided at the minor victim’s home at the time of the incident, and the abuse occurred inside the residence..
When he’s released, Otto will be placed on five years of supervised probation with the Sex Offender Management Team. He will be required to register as a Tier III, Lifetime Sex Offender in Maryland, and be subject to lifetime sex offender supervision.
“This was a difficult case the prove,” said State’s Attorney Charlie Smith, in a statement. “But due to Chief ASA Carpenter’s persistence, the victim received justice and this predator will be in prison for a very long time.”
Chief Assistant State’s Attorney Lindsay Carpenter with the Special Victims Unit, represented the State during Otto’s trial.
